Can a foreigner buy property in Paraguay?

Short answer

Yes, following the same steps as a Paraguayan. The exception is rural property within the 50 km border security zone, which Law 2532/05 does not allow citizens of neighboring countries to acquire.

Which documents you need

A valid passport is enough. You do not need Paraguayan residency to buy property. The rest of the process is the same as for a Paraguayan: title review, certificates, deed and registration.

The border security zone

Law 2532/05 establishes a 50 km security zone along the borders. Within that zone, citizens of neighboring countries (Argentina, Bolivia and Brazil) cannot own rural property, nor can companies in which those citizens hold the majority. The restriction does not apply to urban property.

If you don't speak Spanish

Deeds are drafted in Spanish. If you don't speak it, an interpreter must be present at the signing, usually a registered public translator (traductor público matriculado). We will tell you how to arrange one.

If you can't travel

You can buy through an attorney-in-fact (apoderado), a person you trust who signs on your behalf with a special power of attorney. The power of attorney is signed in your country before a notary and apostilled, or at the Paraguayan consulate.
